Weaver's girl's parents educate her on how dangerous it is in the mortal world and how she should never leave the heavenly realm ever again and call to her attention about the inflammation on her skin caused by the polluted water she bathed in. Weaver girl refuted that the waters in the clouds are no better. Her parents grounded her and tell her to go weave more clouds. I love that you're using Chinese mythology for your ideas. My advise would be to pare the narrative down. You have all sorts of issues in Cowherd and Weaver Girl story: sexual harassment, parental conflict, polluted water, smog. I would narrow the idea down to just one of these.
